The Team

Tom Hughes, Ph. D.
Dr. Tom Hughes is the Founder and President of the GSH Group. Tom spent 22 years as the Director of Institutional Effectiveness and Research and Grants at Yavapai College. Tom also served as the College’s Accreditation Liaison Officer and Chair of the Institutional Review Board.
Before higher education, Tom worked in the healthcare industry for both private and public organizations. Dr. Hughes served in various research capacities, including a statistician, human capital analyst, and epidemiologist.
Since 1992, Dr. Hughes’ research consulting has provided organizations and individuals with a broad range of quantitative and qualitative research services including, survey research, program evaluation, labor market analyses, focus groups, and statistical analysis to support informed decision-making.
Tom holds a Ph.D. in Higher Education and Community College Leadership from Old Dominion University and an M.A. and B.S. in Sociology from Arizona State University.

Robert Finnegan
Robert brings over 25 years of leadership experience in both the for-profit and non-profit business industries, as well as the non-profit service industries. He has served a variety of positions in technology, operations, and analytics.
Robert’s expertise is in converting data into insightful information and that information into action. In his career he has created novel metrics that increased revenue as well as algorithms to reduce losses.
Robert is a graduate of Arizona State University and Keller Graduate School of Management.
